Two Philadelphia-specific taxes got the legislative spotlight Tuesday as the Senate Local Government Committee held a hearing on the city’s beverage tax and the House Finance Committee held a hearing examining legislation to alter the city’s wage tax.

Philadelphia Councilman introduces legislation to ban “conversion therapy”

Adding on to state and local proposals already being floated, Philadelphia City Councilman Mark Squilla (District 1) introduced on Thursday a proposal that would ban so-called “conversion therapy” from being practiced on LGBTQ youths within the city.

 

“Conversion therapy,” also known as “reparative” or “ex-gay” therapy, is a practice whereby a mental health professional tries to alter a person’s sexual identity or sexual orientation.

 

According to a statement, the ban would not apply to mainstream therapies that facilitate support or acceptance of LGBTQ identities, social support or identity exploration, or that address unlawful conduct or unsafe sexual practices.
