Legislation introduced to ban inmates from posting for “pen pals”

Rep. Jason Ortitay (R-Washington) and Rep. Dom Costa (D-Allegheny) have come together to introduce legislation that would ban Pennsylvania inmates from posting advertisements on websites in search for “pen pals.”

According to information provided by the sponsors, the issue arose after inmate Richard Poplawski –who was convicted of murdering three Pittsburgh police officers—advertised on the website called Convictpenpal.com searching for “friendship” and “legal help,” which led to a concern that this activity might be common among inmates.
