As House Democrats unveil “Plan for PA,” Republicans counter with budget and regulatory reform agenda

The House Democratic Caucus this week unveiled what they are calling a “Plan for PA,” a legislative agenda they hope will get action in the coming months as legislators work on action in the interstitial period between the FY 2017-2018 budget and the FY 2018-2019 budget.

 

According to the caucus, the thrust of the four-pronged plan is a focus on solutions for working, middle-class Pennsylvanians that creates jobs, makes taxes fairer, and ensures a quality public education.

Six “reform-minded” Republican state senators earlier this week declared their intent to introduce legislation that would require state agencies to engage in zero-based budgeting, essentially requiring them to build their budgets from zero dollars as a means to justify expenses.

October revenue collections dip, bringing year-to-date number below estimate

Despite a robust first quarter in terms of revenue collections, the Independent Fiscal Office reported Wednesday that October revenue collections fell over $59 million over last year’s October numbers.

 

Total collections through October ring in around $9.1 billion.
