House Democrats urged to support animal fighting legislation

The House Democratic Policy Committee held a public hearing in Pittsburgh Wednesday to discuss animal fighting and heard testimony from animal welfare advocates urging them to support legislation Rep. Dom Costa (D-Allegheny) is reintroducing to make animal fighting a racketeering offense.

Costa, a former Pittsburgh police chief, first introduced the bill, HB 1197, in April of last year. It was referred to the House Judiciary Committee and has stayed there ever since. Costa brought forward a similar bill in the 2015-16 session.

Lawmaker unveils effort to head off schoolkids from justice system

Rep. Morgan Cephas (D-Philadelphia) has drafted a bill that would expunge school suspensions from students’ records. The idea is to limit the school-to-prison pipeline phenomenon and to give students a second chance. 

The school-to-prison pipeline is the idea that underfunded public schools that have minimal resources with harsh discipline policies lead to students being funneled into juvenile and criminal justice systems.
