Philadelphia legislators, activists push to resolve prison-based gerrymandering

Ahead of the 2020 Census, Philadelphia legislators and activists are making a case for incarcerated individuals to be counted at their home addresses rather than at the prisons where they are being housed. 

Rep. Joanna McClinton (D-Philadelphia) introduced HB 940 in March that would amend Pennsylvania Election Code to count individuals incarcerated in Federal or State correctional facilities at their last known residence. The bill has 18 co-sponsors in the House so far.

Attorney General issues grant to curb illegal gun purchases

Pennsylvania Attorney General Josh Shapiro announced on July 18 a grant to two anti-gun violence organizations to tackle a significant problem: straw purchases.

The funding will spur outreach initiatives to educate women in Philadelphia about the dangers of gun purchases for those who aren’t legally eligible to buy a firearm. National data says over 30,000 straw purchases are attempted annually, with 80 percent of those initiated by women.
