Cannabis advocates seek clemency in legalization legislation

Pennsylvania Democrats have proposed myriad ways to legalize marijuana in the Keystone State. The most common avenue suggested is a market-based approach that empowers growers and dispensaries; others have advocated for its sale through the state-store system alongside liquor.

 

Regardless of how to best administer it, the criminal justice side of the marijuana discussion has not been lost as lawmakers grapple with what to do with criminal records plagued by past marijuana convictions.

Senate sends $33.9 billion spending plan to Wolf's desk; code bills to follow

The Senate approved the $33.99 billion General Appropriations bill Thursday, sending it to Gov. Tom Wolf and paving the way for the completion of an on-time budget—often times a rarity in Harrisburg.

Eight Democrats voted against the spending plan, citing reasons ranging from defunding General Assistance, to funding cuts for conservation programs. Republicans cheered its investment in workforce development programs and its healthy deposit in the Rainy Day Fund.

Street and Dawkins introduce legislation ending life without parole

Sen. Sharif Street (D-Philadelphia) and Rep. Jason Dawkins (D-Philadelphia) held a press conference to introduce Senate Bill 942 and House Bill 135, which aim to end life without parole in Pennsylvania. 

The bills would allow those who convicted second degree murder to go before the parole board after 25 years, and those who are convicted of first degree murder to go before the board after 35 years.
