Cost, clemency zeroed in on in state capital punishment report

A long awaited report from the Joint State Government Commission released late last month has opened a fresh round of contention over the use of capital punishment in the commonwealth.

Commissioned seven years ago by a Senate resolution, the report took no stance on formally banning capital punishment — on which Gov. Tom Wolf already ordered a moratorium in his first year in office.
