City-appointed consultant releases final recommendation for restructuring Pittsburgh's Water and Sewer Authority

The consulting group tasked with finding a possible restructuring solution of the embattled Pittsburgh Water and Sewer Authority (PWSA) released its final report Monday.

In the fifty-page “Restructuring Assessment” document, Infrastructure Management Group (IMG) recommends transferring oversight of PWSA to a newly-created Pittsburgh Public-Infrastructure Trust, governed by a Board of Trustees, which in turn would name a Board of Directors to oversee PWSA operations. Both bodies would be independent of city government, and would set water and sewer rates under the oversight of the Public Utilities Commission (PUC).

A few hours after a Pittsburgh Water and Sewer Authority Board Meeting laid the groundwork for addressing its myriad issues of crumbling, lead leaching infrastructure to shotty billing Wednesday, a mayoral panel was presented with a consultant firm’s take.

IMG Consulting, hired by Mayor Peduto's Blue Ribbon Panel to analyze the moribund Authority, suggested that the city’s water get turned over to a non-profit trust that would own the water infrastructure and appoint a Board of Directors to make decisions.

Pittsburgh Mayor announces firm for restructuring of its water and sewer authority

Pittsburgh Mayor Bill Peduto announced Tuesday that Infrastructure Management Group (IMG) has been chosen to manage a possible restructuring of the embattled Pittsburgh Water and Sewer Authority. 

IMG was one of four finalists that made presentations to the Mayor and a Blue Ribbon Panel of experts tasked with finding a restructuring group at a public meeting on March 31.
